Lockout Hasp vs Lockout Padlock: Which LOTO Device Should You Choose?

A lockout padlock and a safety lockout hasp are not alternatives — they are a system. The padlock provides individual security: one technician, one lock, one key. The lockout hasp provides collective security: multiple technicians each apply their own padlock to a single hasp, and the equipment cannot be re-energized until every padlock is removed. Buying safety lockout hasps without lockout padlocks is like buying a door without a key. For safety managers, procurement officers, and maintenance supervisors building or upgrading an OSHA-compliant LOTO program, understanding how these two LOTO safety locks work together determines whether the program protects one worker or an entire maintenance team.

Lockout Padlocks: The Individual Safety Lock

A lockout padlock is the fundamental LOTO safety lock — a single-user device designed exclusively for energy isolation. Unlike a standard security padlock, a lockout padlock follows strict design rules: it uses a distinctive color (typically red, with color-coding by department or craft available), it is never used for personal lockers or tool storage, it is never keyed to a master key shared among workers, and each authorized employee is assigned their own personal lockout padlock with a unique key that no one else holds. This one-lock-one-key principle is the foundational safety rule: if someone else has the key to your padlock, the lockout does not protect you.

Safety Lockout Hasps: The Multi-User Locking Point

A safety lockout hasp converts one energy isolation point into multiple lockout points. Instead of one technician locking out the equipment directly, the lockout hasp is first attached to the isolation device, and then each authorized technician applies their personal lockout padlock to the hasp. The hasp physically prevents the isolation device from being operated as long as any padlock remains on the hasp. Safety lockout hasps are the device that makes group lockout physically possible — without them, only one technician can lock out any given isolation point at a time.

When a Lockout Hasp Is Required (Not Optional)

A safety lockout hasp is not an optional accessory — it is required when more than one authorized employee is performing maintenance on the same equipment. OSHA 1910.147 requires that when servicing is performed by a group, each authorized employee must affix a personal lockout device to the group lockout mechanism. The lockout hasp is that mechanism. Without a lockout hasp with sufficient holes for every technician, the group lockout procedure is physically impossible to execute correctly.

Beyond group lockout, a lockout hasp is also used when a single technician needs to lock out multiple energy sources and wants to consolidate them: one lockout hasp at each isolation point, and a single cable run through all hasps secured by one technician's padlock. This reduces the number of padlocks the technician carries without reducing the number of physical isolation points secured.

How Lockout Hasps and Lockout Padlocks Work Together

The complete LOTO safety lock system — lockout padlocks plus safety lockout hasps — follows a layered approach. First, the lockout hasp is physically attached to the energy isolation device — a scissor hasp through a disconnect handle lock hole, a clamp hasp on a breaker toggle, or a ball valve hasp around the closed valve handle. Second, each authorized employee applies their personal lockout padlock to an available hole on the lockout hasp. Third, each employee retains their own key — no one else has access to it. Fourth, when all maintenance work is complete and the area is cleared, each employee verifies conditions are safe and removes their individual lockout padlock from the lockout hasp. Finally, when the last lockout padlock is removed, the lockout hasp can be detached, and the equipment can be re-energized following the normal startup procedure.

This system ensures that no single person can re-energize the equipment while any technician remains in the danger zone. The last padlock on the hasp represents the last person at risk — and only that person can remove it.
